Travellers Appeal

The occupants of the land at the end of Birchanger Lane have lodged an appeal against the enforcement notice issued by Uttlesford District Council.

The enforcement notice requires the occupants to stop using the land for residential purposes, to remove caravans, bunding and paraphernalia and to disconnect services.

The appeal seems to be on the grounds that Uttlesford, the local planning authority (LPA), claims in its Gypsy and Traveller Accomodation Assessment (GTAA) that there are no travellers in the area, whereas elsewhere on UDC's website it suggests that there are some. Therefore the LGAA and actions arising from it are invalid.

The appeal also suggests that the site being on the green belt is no bar to its change of use, as the land is previously developed. This previous development is their own application for equine facilities.

The appeal concludes by asking to be allowed to stay for a year if the appeal fails, as six months doesn't give them long to find alternative accomodation.

The enforcement notice and appeal are here.
